3. Comprehensive Training List 

KYTC’s Department of Highways (DOH) professional and technical staff support the Cabinet’s efforts to plan, design, construct, and maintain Kentucky’s roadway network. DOH recognizes it is critical for staff to build their knowledge, skills, and abilities (KSAs) as this improves job performance and helps KYTC deliver on its mission. The Cabinet endorses many training courses that employees can take to strengthen their KSAs. This article catalogues core training courses endorsed by DOH. The first part of the article lists classes offered by external entities (e.g., professional organizations, training companies), while the second portion indexes training developed in-house across KYTCs divisions and offices.

1. External Training 

External training is available from government institutions, professional associations, and private vendors. Requests to participate in external training should follow guidelines in Section 501 of the General Administration & Personnel Manual. An employee that requests training must fill out and submit form TC 12-242 (External Training Authorization & Registration).

1.1 AASHTO Transportation Curriculum Coordination Council (TC3)

The American Association of State Highway and Transportation Officials (AASHTO) is a nonprofit, nonpartisan association representing highway and transportation departments in the 50 states, the District of Columbia, and Puerto Rico. AASHTO TC3 is a technical service program that develops training products for technical staff who work in construction, maintenance, and materials. TC3 maintains a library of more than 250 online training modules on a range of topics.  AASHTO TC3 training courses are available through the MyPURPOSE application.

1.2 Appraisal Institute Bluegrass Chapter

The Appraisal Institute is a global professional association of real estate appraisers, with nearly 17,000 professionals in almost 50 countries throughout the world. The Bluegrass Chapter of the Appraisal Institute hosts classes related to property appraisals, which are required for KYTC staff who purchase rights of way and/or easements.

1.3 Association for Materials Protection and Performance (AMPP)

The Association for Materials Protection and Performance offers a revised AMPP Coatings Inspector Program that is internationally recognized. The program is recommended for staff who inspect or work with structural steel coatings.

1.4 e-Hazard

e-Hazard provides a full suite of electrical and arc flash training. The e-Hazard High Voltage Training Qualification is designed for people who work with or manage employees in a high voltage environment (above 600 V to 69 kV). Participants learn the requirements to be HV qualified in accordance with OSHA 1910.269, NESC, and NFPA 70E regulations and guidelines. This class is recommended for staff who work with high voltage electric systems.

1.5 Kentucky Concrete Association (KCA)

The Kentucky Concrete Association is a non-profit trade association that represents the ready mixed concrete industry in Kentucky. Participants in the classes listed below can earn KYTC- mandated certifications in concrete field testing, mix design submittals, and ready-mix plant operation.

1.6 Kentucky Crushed Stone Association (KCSA)

The Kentucky Crushed Stone Association represents the state’s crushed stone industry. KCSA manages the Kentucky Aggregate Technician Program, which provides a certification required for aggregate sampling and testing on KYTC projects.

1.7 Kentucky Engineering Center (KEC)

The Kentucky Engineering Center supports engineering education, promotes ethical practices in engineering, advocates licensure, and enhances the image and well-being of engineers in Kentucky. KEC hosts the annual KYTC Bridge Day and other on-demand training and events.

1.9 KTC Technology Transfer Program

The Kentucky Transportation Center’s (KTC) Technology Transfer (T2) Program promotes efficiency in Kentucky’s transportation system by providing workshops and training events, newsletters, how-to manuals, new and existing technology updates, legislative and regulatory news, and onsite technical assistance. Kentucky’s T2 Program is designated a Local Technical Assistance Program (LTAP) by the Federal Highway Administration (FHWA). Similar centers exist in all 50 states and Puerto Rico. These centers share a common mission to “foster a safe, efficient, and environmentally sound transportation system by improving skills and increasing knowledge of the transportation workforce and decision makers.” The program offers many classes across a variety of disciplines.

1.10 International Municipal Signal Association (IMSA)

The International Municipal Signal Association is a professional organization whose mission is

to improve the efficiency, installation, construction, and maintenance of public safety equipment and systems. IMSA offers KYTC-recommended classes related to traffic signals and roadway lighting.

Located in the Office of Human Resources Management (OHRM), PDOM offers three specialized professional development programs:
