Knowledge Book – Disaster-Aid Funding

When disasters strike, KYTC uses two programs that provide federal funding to help restore damaged infrastructure. These programs are the Federal Highway Adminstration’s Emergency Relief Program and the Federal Emergency Management Agency’s Public Assistance Program. Each funding type has different rules and regulations; however, they also share some similarities. This knowledge book provides guidance on these programs and includes the articles listed below. The Disaster-Aid Funding Overview article is intended to present the basic concepts common to both programs and inform the reader of which type of funding a particular project could use. The Federal Highway Administration (FHWA) Emergency Relief (ER) Program and Federal Emergency Management Agency (FEMA) Public Assistance (PA) Program articles provide more detailed information about each program.
